Cities Alliance (CA) is a global partnership under the auspices of UNOPS that works to strengthen the role of cities in sustainable development and poverty reduction. The partnership aims to improve the quality and consistency of support provided to cities in the developing world, as well as the quality, relevance, effectiveness and impact of its members’ urban programs.
As part of the Tunisia country program, Cities Alliance is committed in Tunisia to the promotion of strategic urban planning in secondary cities, the strengthening of local democracy, the launch of innovative studies with the objective of preparing future urban public policies and the implementation of concrete projects.
The country program provides technical assistance to support local urban governance, this assistance relates to municipal planning, the development of urban policies and strategies, strengthening the capacities of municipalities in planning, development and execution of infrastructure projects.
Experts must be highly qualified and motivated. He/She will support the municipalities in setting up and technical monitoring of projects implemented in the public spaces of the municipalities, monitoring the execution of projects in accordance with UNOPS instructions and procedures, and monitoring the development feasibility studies by a design office.
Functional Responsibilities
Under the supervision of the project manager, the specialist will provide effective and efficient support to the country program, as well as to the programmatic and operational activities initiated by the Tunisia office, including:
Provide support from the diagnostic phase through to monitoring and evaluation of projects:
Analyze the gender aspect in the urban planning of partner municipalities
Write reports with data disaggregated by gender by municipality in collaboration with other technical experts
Ensure and write a social analysis in the diagnostic report
Assist the design office in the social analysis of the various projects prioritized by the partner municipalities
Analyze and propose improvements to project documents; these improvements must be in harmony and synergy with the programs initiated by national and international partners and in compliance with the regulatory provisions in force in the country;
Support and maintain communication with key project partners (e.g. local authorities);
Ensure capacity building for local stakeholders on the participatory approach, gender-sensitive budget, gender-sensitive urban planning, stakeholder engagement, stakeholder mapping, local development, associative action, etc.
Support the coordination of capacity development of beneficiaries on project management, participatory planning, community engagement and gender by organizing events and workshops according to the needs of the communes;
Support municipalities in receiving and validating equipment purchased as part of projects, supervising the fixing of equipment in compliance with technical and safety standards.
Establish an excellent working relationship with stakeholders (notably council members and municipal technical executives and suppliers)
Provide project documentation (reports, presentations, summaries, etc.);
Write well-written, properly researched and edited reports, presentations, narrative summaries, as required;
Support data collection and civic engagement activities in city locations;
Education/Experience/Language requirements
Training
University degree (Master’s degree or equivalent) in social sciences, human sciences, gender or any other recognized related specialties is required.
A Bachelor’s degree or equivalent, preferably in social science, human sciences, gender or any other recognized related specialty is desired.
Professional experience
Have at least two (2) years of relevant professional experience in the development of social studies linked to local development and/or in gender and urban planning training is required
Experience within the United Nations system is a major asset
LANGUAGES
Fluency in Arabic and French (read, written, spoken) is required.
Knowledge of English is an asset
