The expected results of the consultation are: 1. Development and implementation of a detailed and operational SBC intervention plan based on the socio-cultural determinants revealed by the studies, including that carried out in the seven targeted governorates.

2. Development and implementation of a training plan to combat violence against children, intended for institutional actors, civil society and the media, with intervention tools adapted to promote positive parenting alternatives.

3. Implementation, monitoring and evaluation of SBC actions in priority regions.

4. Design, adaptation and dissemination of information and guidance materials for parents and children, providing them with skills for alternatives to violent discipline.

5. Raise awareness among a critical mass of stakeholders in the 7 targeted regions, to defend the rights of the child and promote a culture of non-violence based on dialogue, tolerance and dignity, thus contributing to a protective environment for children. children.

6. Active involvement of parents and children in the design and implementation of the SBC plan, involving them as agents of change in the prevention of violence and the promotion of non-violent educational alternatives.

Together, these findings will help create a safer and more caring environment for children in

Tunisia, particularly in priority regions.

How can you make a difference?

UNICEF would like to recruit a national expert to design and implement a training plan aimed at preventing violence against children. The objective is to strengthen the capacities of the actors concerned in order to optimize SBC (Social and Behavior Change) activities in favor of discipline and positive parenting.

The planned interventions are: Current situation: Analysis of behavioral determinants, groups of participants, and sociocultural influences.

Comprehensive intervention plan: Development of a plan integrating capacity building and practical implementation, including a mass and proximity communication component at the national and community level, particularly in the 7 targeted areas (Kairouan, Kasserine , Sidi Bouzid, Jendouba, Seliana, Medenine, Tunis). This plan will be based on a qualitative analysis of the sociocultural context carried out by an expert in socio/anthropology.

Training plan: Development and implementation of a training plan with tools adapted to the different profiles of stakeholders.

Application of SBC methods: Using SBC approaches to prevent violence against children.

125 of SBC actions: Development and monitoring of the implementation of SBC actions based on the content and tools developed.

SBC Materials: Developing and adapting materials for parents and children, focused on preventing violence and promoting positive parenting practices and non-violent forms of discipline.

These interventions aim to create a safer and more caring environment for children, particularly in priority regions of Tunisia.

To qualify as an advocate for every child you will have…

A master’s degree in communication, social sciences or humanities or equivalent
Have at least 5 years of experience in developing communication strategies and action plans based on the approach to communication for social and behavioral change and community engagement
Have at least 5 years of experience in planning and monitoring training plans, including in the facilitation of participatory workshops and capacity building in SBC adapted to protection against violence
Proven experience in the design and facilitation of training, particularly in the field of communication techniques in general and communication for social and behavioral change in particular using a participatory approach
Have a good knowledge of the social context and issues related to the field of child protection, particularly violence against children
Have at least proven work experience in the development of educational and communication tools in the field of childhood in general and protection in particular.
Terms and conditions:

A) Technical Evaluation (eg maximum 75 Points)

– A master’s level diploma in communication, social sciences or human sciences or equivalent 20 pts

– Have at least 10 years of experience in developing communication strategies and action plans based on the approach to communication for social and behavioral change and community engagement 20 pts

– Have at least 10 years of experience in planning and monitoring training plans including in the facilitation of participatory workshops and capacity building in SBC adapted to protection against violence 15 pts

– Adequacy of the planogram and the methodological note and the proposed approaches to the terms of reference. 20 pts the technical offer is valid only if it is at least 45.

B) Financial Proposal (eg maximum of 25 Points)

Total financial evaluation: 25 points

– The financial offer must also include the travel and communication costs of the expert.

The final score should follow the principle of “best value for money”, that is, obtain the result desired at the lowest possible price.
