JOB DESCRIPTION
Anchored in the UNDP country program (2021-2025), and drawing on lessons from its SDG16+ portfolio (2018-2023), as well as an analysis of vulnerabilities, stakeholder dynamics and capacities, UNDP , in collaboration with its national partners, has developed a new portfolio, entitled, “Governance as a lever for socio-economic development in Tunisia”. It will engage institutions, civil society and the private sector to leverage accountable and effective governance to accelerate socio-economic development through an integrated area-based approach that places people at the center of local solutions . The portfolio’s intervention is based on the principle that a just society, free of corruption, and where vulnerable people are included in the search for solutions through partnerships between public institutions, civil society and the private sector, could accelerate progress. towards Tunisia’s Vision 2035 and its National Development Plan 2023-2025.
In order to support the government’s efforts to implement planned reforms and to master the aforementioned challenges, the proposed portfolio aims to contribute to sustainable development in Tunisia, through support for the following expected results:
Outcome 1: Transparency and accountability are effectively strengthened to prevent corruption at local and national levels and promote the equitable delivery of quality services to the population.
Outcome 2: The rights of vulnerable people to local development and a decent life are guaranteed through inclusive access to services and economic opportunities.
Outcome 3: People have access to their rights and increase their confidence in more responsive, people-centered and human rights-respecting security and justice services.
Outcome 4: Data produced and analyzed to ensure adaptive management, quality programming and strengthening of program results.
In this context, UNDP is recruiting a learning analyst to support the execution of activities under the portfolio.
The learning analyst will act under the supervision and coordination of the specialist in coordination and planning and in collaboration with the data and information analyst, the communications specialist, the experts in monitoring and evaluation, as well as technical teams.
2- Duties and responsibilities
The learning analyst will be responsible for carrying out, among other things, the following tasks:
Strengthen learning, reporting and coordination for consistent portfolio implementation and results
Plan and manage the implementation of learning loops both within UNDP and external partners.
Support the integration of lessons into implementation and guide the adaptation of interventions within the portfolio to ensure the greatest impact.
In coordination with the expert and the person responsible for monitoring and evaluation, monitor and ensure the evolution of monitoring and evaluation, the results framework and the theory of change of the portfolio as it progresses. as implementation progresses.
Contribute to the development of new policies/interventions based on lessons learned;
In collaboration with all portfolio experts to ensure adaptation based on learning, and synthesize and connect learning/dots between results;
Identify and define appropriate tools to document, share and archive learning;
In collaboration with the Data and Information Management Analyst, support the development and implementation of research and data collection strategies, and in the analysis of the data produced in order to draw lessons and insights. data that can support the adaptation of portfolio interventions;
Support capacity building in systems thinking, learning tools and methodologies and adaptive management for colleagues and partners.
Support the planning and coordination specialist in the preparation and implementation of regional planning meetings and governance mechanism meetings.
Support experts responsible for monitoring and evaluation in the preparation of reports.

2- Promote cohesion and collaboration and support adaptation and strategic changes to improve the impact of the portfolio
Support the development and integration of the principles promoted by portfolio, in particular the adoption of an integrated approach and not by individual projects.
Promote the alignment of partners in their entirety on the overall objective of the portfolio.
Contribute to the development of new policies/interventions based on lessons identified through experience
Advise the coordination team on lessons learned and strategic changes needed to be undertaken and proposed to the portfolio governing bodies.
Collaborate with the portfolio communications specialist to communicate portfolio results and lessons learned;
3- Actively contribute to the tasks of the portfolio coordination team
Support learning exercises and ensure the active participation of all relevant experts
Contribute to the preparation of comprehensive and relevant reports on progress and results achieved under the different Outcomes, contributing to the monitoring and analysis of results across the portfolio.
Participate in monthly coordination meetings to ensure and strengthen the coherence of the portfolio, learn from experience and discuss potential adaptations according to the portfolio governance structures.
Support the preparation and implementation of the annual joint planning process for the portfolio, which will bring together all stakeholders in the relevant region and partners to ensure the implementation of the four portfolio outcomes using an integrated and thematic approach .
Participate in regular discussions on strategic themes and contextual and prospective analyses.
The incumbent will be required to perform other tasks falling within his/her functional profile and deemed necessary for the proper functioning of the Office and the Organization.
3- Institutional arrangements
The learning analyst will act under the supervision and coordination of the coordination and planning specialist and in collaboration with the data and information analyst, the communications specialist, the experts in monitoring and evaluation, as well as technical teams. According to the integrated approach of the portfolio, the Analyst will work in a transversal manner, in collaboration with all the teams responsible for the implementation of the Effects, as well as with the portfolio coordination team on strategic issues, related to learning, monitoring and evaluation and knowledge management. He/she will actively participate in joint planning, learning exercises, data production and analysis across Portfolio Outcomes.

5- Minimum Qualifications
Education
An advanced university degree (Master’s degree or equivalent) in development/development studies, economics, business administration/management, public administration, social policy/science, international relations, education, instructional design, organizational development, psychology or a related field is required. or a related field is required; Or
An undergraduate university degree (bachelor’s degree) combined with two (2) additional years of qualifying experience will be duly taken into consideration in lieu of the Master’s degree.
Experience in the field
At least 2 years (with a Master’s degree) or 4 years (with a Bachelor’s degree) of relevant experience in the design and development of effective and engaging learning experiences using a variety of formats, technologies and methodologies, preferably in a professional setting, such as a corporate environment, educational institution or development organization.
Required skills and competencies
Project management experience to plan, execute and evaluate learning initiatives within specified deadlines and budgets.
Experience using computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and current and advanced knowledge of data management tools and database software packages .
Proven experience aggregating information, qualitative and quantitative data and synthesizing them into new forms of learning.
Additional skills and competencies desired
Experience in conducting applied research projects and reporting results is desired.
