National Consultant – Revision of the Good Practices in Medical Biology Guide

Purpose of consultancy

The guide establishing the rules of good practices in medical diagnostic laboratories, adopted by the 2011 ministerial decree, constitutes a key reference for the operation of medical diagnostic laboratories in Tunisia. More than a decade after its publication, it is necessary to revise this document to align it with scientific, technological, and regulatory developments (e.g., ISO 15189:2022), as well as with the new requirements in quality assurance and biosafety.

Background

The main objective of the assignment is to update the national guide of good practices in medical biology in order to align national requirements with international standards for the quality and safety of medical biology testing, and to harmonize practices across public and private laboratories.

Deliverables:

Deliverable 1: Draft and finalized Revised Good Practices in Medical Biology Guide (2011 Decree)

Output 1.1: Development of a methodological note explaining the proposed approach for the assignment.
Output 1.2: Review and analysis of the 2011 decree, including identification of gaps compared to current national and international standards.
Output 1.3: Preparation of the draft revised version of the Good Practices in Medical Biology Guide.
Output 1.4: Presentation of the draft guide during the validation workshop and facilitation of discussions.
Output 1.5: Finalization of the revised guide incorporating feedback and comments received during the workshop.

Educational Qualifications

Essential: Minimum first university degree (bachelor’s level) in medicine or pharmacy, with specialization in medical biology.
Asset: Advanced university degree (Master’s level or above) in medicine or pharmacy, with specialization in medical biology.
Experience

Essential:

5 to 6 years of relevant professional experience in the field of medical biology.

Skills/Knowledge:

Experience as a TUNAC Evaluator with at least 5 years of experience in quality management or conformity assessment within laboratories.

Strong knowledge of applicable ISO standards, notably ISO 15189, ISO 35001, and ISO 17025.

Demonstrated experience in developing or revising professional guides, standards, or protocols

Languages

Expert in both English and French languages (both spoken and written).
