JOB DESCRIPTION

The project is a joint initiative of the United Nations Development Program (UNDP) and the World Bank (WB) aimed at strengthening social protection systems in Tunisia through a better integrated and more community-centered justice approach. the people. Building on UNDP’s extensive work on the rule of law and access to justice in Tunisia, in partnership with the Ministry of Justice and other key justice stakeholders, and on long-standing work of the World Bank on social protection in cooperation with the Ministry of Social Affairs, the project intends to achieve the common objective of strengthening social services for the most vulnerable households, groups and individuals in Tunisia by strengthening the mechanisms of legal aid and the implementation of an integrated social service delivery system.

A launch phase of the project was initiated from January 2022 until July 2022. During this period, preparatory activities were implemented, in particular the constitution of the project baseline containing the necessary qualitative and quantitative data and the mobilization of relevant national partners. This resulted in the finalization of a comprehensive project document on social protection and legal aid and its submission. The final report crowning this initial phase includes a solid analysis of the context and a detailed description of the proposed project.

The project recognizes the strong relationship between social protection, human rights and justice: social protection can help reduce social inequalities, promote equity and the realization of rights. Indeed, to ensure better access to social protection, it is essential to give populations, particularly the most vulnerable, the means to better understand their rights guaranteed by law, and to have the capacity and means to exercise them. assert and seek legal recourse when these rights are violated. At the same time, the judicial, civil and administrative systems must also better respond to the needs of populations, particularly the most vulnerable, and be more accessible and promote people’s confidence in institutions.

This is how the project aims to contribute to improving access to social protection and justice, through legal aid before civil and administrative courts, for the most vulnerable groups, in particular households and individuals in precarious situation, children, women victims of violence, as well as victims of human trafficking and victims of terrorism.

In addition to the main partners, such as the Ministries of Justice (MJ), Social Affairs (MAS), the Administrative Tribunal (TA) and the National Order of Lawyers of Tunisia (ONAT), the project will engage other key stakeholders , such as the Ministry of Women, Family, Children and the Elderly (MFFEPA), the National Authority for the Fight against Human Trafficking (INLCTP), the National Commission for the Fight against Terrorism (CNLCT ), and other independent bodies, civil society organizations and other UN agencies and international organizations such as OHCHR, IOM, UNHCR, ILO, UNICEF, UNHABITAT, EU.

The proposed project is structured around three main components:

Support for the government’s social protection reforms, including the strengthening of the AMEN Social programme, in order to extend its reach to more vulnerable households and improve the performance and quality of social protection services provided, including those of the legal aid.
Improve access to justice for poor and vulnerable, discriminated and marginalized people, by integrating justice services into the social protection system (e.g. by empowering social workers to provide basic legal information), and improving access to and quality of legal aid services, including legal aid offices within courts.
Support the government’s capacity to implement and consolidate the solutions adopted and support their sustainability, particularly through a solid learning and knowledge management approach.

The project aims to achieve the following results:

Outcome 1: The integrated social protection delivery system, including legal aid, is improved;
Effect 2: Increased demand for legal aid services, through the affirmation of the legal rights of the most vulnerable people as well as the provision of better quality legal aid services, generates increased access to protection legal and social;
Outcome 3: State capacities to implement adopted solutions and support sustainability are strengthened.
2. Scope of Work

In this context, UNDP is recruiting a national coordinator specialized in social affairs to support the execution of the activities planned by the project. The national coordinator specialized in social affairs will act under the supervision and coordination of the principal technical advisor who will act as project manager, in collaboration with the expert in justice, the national expert in monitoring and evaluation, the national expert in knowledge management and communication, the financial analyst, the logistics assistant and the driver.

Main objective :

The mission defined by these terms of reference aims to support the UNDP and the World Bank in the monitoring, implementation and reporting of the activities implemented within the framework of the “Social protection and legal aid” project in its social protection component.

Specific objectives :

More particularly, the mission aims to achieve the following specific objectives:

Ensure the monitoring and implementation of project activities in consultation with the principal technical advisor and other members of the team in charge of the project;
Ensure coordination with the World Bank team on the social protection aspect.
Contribute to the development of the annual work plan and ensure the programmatic management of the project in its component related to social affairs; Contribute to the analysis of the context (political, social, economic, legal) in which the program evolves.
Responsibilities:

Under the direct supervision of the principal technical advisor, the national coordinator specializing in social affairs will:

Provide advisory support on themes related to social affairs and social protection mechanisms;
Provide advisory support for reform of the social sector and social protection, particularly through analyses, reviews and other technical contributions;
Ensure close collaboration with implementation partners, notably the World Bank, national partners, and civil society;
Contribute to the design and implementation of activities included in the annual work plan, in collaboration with experts and consultants, and ensure compliance with established deadlines for the submission of deliverables/products;
Contribute to the preparation of quarterly and annual project work plans;
Produce terms of reference and concept notes for planned activities and submit them to UNDP, national partners and the World Bank for validation;
Facilitate interaction with the different actors and stakeholders concerned by the project;
Contribute to periodic project progress reports and the preparation of technical and financial reports;
Support the identification and information of indicators and tools for monitoring and evaluation of the project in relation to the field of social protection;
Assist in the preparation of Steering Committee sessions;
Support the operationalization of the UNSDCF/CPD in collaboration with national and international partners and other UNS agencies, including the identification of joint programming opportunities and the implementation of joint projects/programs;
Any other task required by the direct supervisor.

Ensure management of the social protection and legal aid project in its component linked to social affairs.

3. Institutional Arrangement

The national coordinator specialized in social affairs will work under the direct supervision of the principal technical advisor (technical support and coordination of activities) and in close collaboration with the technical experts of the project.

Monitoring of program coherence and quality will be ensured by the Governance Unit, through the “Rule of Law” Program Manager and the Cluser Democratic Governance Team Leader.

5. Minimum Qualifications of the Successful NPSA

Min. Education requirements
Advanced university degree (Master’s degree or equivalent) in law, human and social sciences, political sciences or any other relevant field is required.
A Bachelor’s degree with 2 additional years of relevant experience will be duly considered in lieu of the advanced degree.
Min. years of relevant work experience
At least 2 years of professional experience with a Master’s degree or 4 years with a Bachelor’s degree in the field of social affairs and/or social protection and/or socio-economic rights and/or human and social sciences, sciences- policies, and/or any other relevant area.
[DB1] At least 1 professional experience within a development project.
Required skills
Good knowledge of IT tools (Word, Power Point, Email under Microsoft environment).
Desired skills/Experience
Experience in a project managed jointly by two or more national and/or international organizations is an asset.
Experience working with the United Nations and UNDP in particular is an asset.

Required Language(s)
