JOB DESCRIPTION

1- General context and description of the project

UNDP’s overall mandate, included in its 2022-2035 Strategic Plan, is anchored in the 2030 Agenda and the principle of Leave No One Behind. This mandate aims to promote sustainable development by eradicating poverty in all its forms, accelerating the necessary structural transformations and strengthening the resilience of populations and countries to crises and shocks. To this end, UNDP provides technical support to achieve inclusive growth and human development that helps people contribute to and benefit from economic growth with minimal impact on the environment.

The UNDP continues to provide, through its Inclusive Growth and Human Development (CIDH) cluster, substantial support to Tunisia in this area since the first years of the democratic transition, support which includes: (i) the development of the national plan for development 2016-2020; (ii) the development of a multidimensional poverty index (MPI); (iii) the development of a series of sectoral policies on inclusive growth and the social and solidarity economy, among others; (iv) support for mechanisms and initiatives for local economic recovery, promotion of employment and entrepreneurship and the green economy in the southern and central governorates of the country and (v) support for decentralization and local development.

As such, UNDP is recruiting a planning, monitoring and evaluation and data collection coordinator to support the implementation of monitoring and evaluation, reporting and data collection activities in accordance with rules and procedures. UNDP in this area and to better inform and identify future actions at the CIDH cluster level.

2- Tasks to perform

The coordinator of planning, monitoring and evaluation and data collection will notably be responsible for setting up an M&E system plan, sensitive to Gender, solid and enabling information and evaluation of the results achieved. reach the cluster and projects, will contribute to projects delivering progress reports, based on evidence and focused on results, and will ensure processes and activities for quality monitoring and evaluation. His/her main tasks will be what follows :

Manage the planning, monitoring and evaluation system of the CIDH cluster and ensure operational monitoring of planned activities in this area

Ensure the planning, management and development of the monitoring and evaluation and reporting schedule for projects under the CIDH cluster in accordance with project documents and UNDP monitoring and evaluation principles and procedures.
Design and implement at the Cluster level a gender-sensitive M&E system, making it possible to (i) plan the various reporting exercises and (ii) document the achievements of the projects throughout their implementation and monitor their main performance indicators, in accordance with UNDP monitoring and evaluation principles and procedures.
Write quarterly monitoring reports with indicator data from all projects and an evaluation of the results achieved/to be achieved.
Contribute to developing periodic progress and performance reports specific to projects under CIDH in accordance with project documents and the relative results framework, among other things by (i) providing information on performance indicators and (ii) having a quality assurance role so that postponed activities are results-oriented.
Develop monitoring tools and other documents necessary for monitoring activities (eg questionnaires, pre-post tests, terms of reference for evaluation missions) and organize/conduct activities to verify the results achieved in line with the framework of pre-established results and means of verification.
Contribute to the development / Supervise the work (TOR preparation, validation of tools, validation of deliverables) of the firm in charge of periodic data collection.
Develop, if necessary, or contribute to the development of survey frameworks and carry out activities related to the collection of basic indicators, while ensuring the collection, processing and analysis of program data.

Facilitate knowledge management, strengthening and sharing

Contribute to strengthening the management and sharing of knowledge generated by the CIDH Cluster in terms of planning, monitoring and evaluation in close collaboration with the M&E and knowledge management team of UNDP Tunisia, integrating if relevant innovative mechanisms for disseminating the knowledge generated .
Document and support the dissemination of lessons learned while identifying best practices learned from the implementation of projects both programmatically and in terms of monitoring and reporting and ensure that the results of the CIDH Cluster are integrated into knowledge products for better communication.
Support maintenance in dedicated areas, project documentation including various reports and knowledge products generated in accordance with current office policy.
Improve the effective use of gender tools (gender equality marker, development of gender action plans, gender learning reports and M&E tools) in relation to the theme projects under CIDH cluster.
Assist the strategic and programmatic reflection of the CIDH cluster

Participate in the reflections and development of new portfolios and initiatives of the office and the CIDH Cluster in particular;
Contribute to the development of analytical and/or technical documents, briefs, concept notes and other new project documents according to UNDP rules and partner priorities.

3- Institutional arrangement

The planning, monitoring and evaluation and data collection coordinator will be under the direct supervision of the Team Leader of the Inclusive Growth and Human Development cluster. He/She will work closely with the CIDH cluster team, project teams and with the M&E and knowledge management team of UNDP Tunisia.

5- Skills, Experience & Qualifications requises :

Education:
Master’s degree or equivalent (advanced university degree) in economics, management sciences, legal sciences, social sciences, statistics, engineering or equivalent Or
Bachelor’s degree (first level university degree) in economics, management sciences, legal sciences, social sciences, statistics, engineering or equivalent with 2 additional years of experience will be duly considered in lieu of a Master’s degree.
Experience relevant to the position:
At least 2 years of experience (with Master’s degree)  Or 4 years (with License) of experience acquired in a national, international structure or any equivalent development structure in the field of Monitoring and Evaluation, reporting.
Required Abilities/Skills/Experience
Experience working with various IT and/or data management tools (Word, Excel, digital data collection, statistical analysis tools, ERP etc.).
Experience/Abilities/Additional skills desired
Demonstrated and specific senior experience of at least one year in the field of monitoring and evaluation in a national, international structure or any equivalent development structure.
Demonstrated experience in the development and use of qualitative and/or quantitative data collection tools (eg questionnaires, surveys, interviews, etc.)
Demonstrated experience in data collection and analysis.
Demonstrated experience in processing socio-economic or gender data is strongly desired.
Demonstrated experience in reporting on projects related to sustainable finance or development financing or the promotion of women’s socio-economic rights or women’s entrepreneurship.
Demonstrated experience in developing evidence-based advocacy materials.
Experience in knowledge management, building and sharing.
Linguistic knowledge
Excellent command, oral and written, of Arabic and French.
Good level of English is an asset.
