JOB DESCRIPTION
Anchored in the UNDP country program (2021-2035), and drawing on lessons from its SDG16+ portfolio (2018-2030), as well as an analysis of vulnerabilities, stakeholder dynamics and capacities, UNDP , in collaboration with its national partners, has developed a new portfolio, entitled, “Governance as a lever for socio-economic development in Tunisia”. It will engage institutions, civil society and the private sector to leverage accountable and effective governance to accelerate socio-economic development through an integrated area-based approach that places people at the center of local solutions . The portfolio’s intervention is based on the principle that a just society, free of corruption, and where vulnerable people are included in the search for solutions through partnerships between public institutions, civil society and the private sector, could accelerate progress. towards Tunisia’s Vision 2035 and its National Development Plan 2023-2055.
In order to support the government’s efforts to implement the planned structural reforms and to master the aforementioned challenges, the proposed portfolio aims to contribute to sustainable development in Tunisia, through support for the following expected results:
Outcome 1: Transparency and accountability are effectively strengthened to prevent corruption at local and national levels and promote the equitable delivery of quality services to the population.
Outcome 2: The rights of vulnerable people to local development and a decent life are guaranteed through inclusive access to services and economic opportunities.
Outcome 3: People have access to their rights and increase their confidence in more responsive, people-centered and human rights-respecting security and justice services.
Outcome 4: Data produced and analyzed to ensure adaptive management, quality programming and strengthening of program results.
In this context, UNDP is recruiting three Project Analysts to support the execution of activities under Portfolio Outcomes. The Analysts will act under the supervision and coordination of the Principal Technical Advisors who will act as responsible for quality assurance of the implementation of interventions under the Portfolio Effects, in collaboration with the other teams responsible for the Implementation.
Duties and responsibilities
The Portfolio Effects Project Analysts must provide support to the project on (i) planning, coordination and effective implementation of the project, (ii) progress monitoring and reporting activities on the implementation of the project. project and (iii) facilitation of knowledge management, strengthening and sharing.
1.Support effective project planning, coordination and implementation
Support the CTP in the development of work plans including the necessary budget allocations, in line with the project document and in accordance with UNDP Program and Operations Policies and Procedures (POPP) for program management and of project.
Coordinate quarterly and annual planning processes for project activities.
Support the CTP in the coordination and management of daily project activities, while identifying potential problems, in order to implement corrective measures and optimize the use of resources and the achievement of results.
Ensure annual and multi-year budgetary management and monitoring of the project, ensuring that financial resources are allocated and used efficiently and in accordance with the work plans and procedures in force.
Prepare a clear schedule for monitoring project obligations and ensure monitoring of the various deadlines relating to contracts and missions undertaken.
Contribute to the development of the terms of reference and concept notes necessary for the implementation of activities in accordance with the work plans, including the organization of workshops and field missions planned as part of the project.
Provide portfolio and office support for all project financial requirements, particularly those related to financial monitoring and project accounting.
Ensure and facilitate the coordination of operations between the project team on the one hand and the Human Resources, Purchasing and Finance units of the UNDP Tunisia office on the other hand.
Ensure that activities implemented comply with UNDP policy and project/program management procedures.
2.Advise on progress monitoring and reporting activities for project implementation
Contribute to the preparation of financial reports required to support the execution of work plans and quarterly and annual project reports;
Establish a reporting schedule to facilitate monitoring and evaluation of the approved work plan;
Support the CTP in the preparation of internal and external reports on progress and status of activities, products and results in accordance with UNDP rules and procedures;
Support the CTP in monitoring, identifying and updating the risk matrix linked to the implementation of the project;
Identify changes in the external environment of the project and advise the CTP of the necessary solutions/actions.
3.Facilitate the management, strengthening and sharing of knowledge
Document and support the dissemination of lessons learned and best practices from project implementation;
Maintain project documentation, including project work plans, meeting minutes and progress reports, and any other record-keeping requirements in designated areas in accordance with applicable office policy ;
Strengthen knowledge production through project activities;
Facilitate communication and collaboration between team members, ensuring that everyone is aware of their role and responsibilities;
Support the establishment of knowledge platforms for the project, facilitate innovative mechanisms for disseminating project knowledge, and develop resources and knowledge products to share with project partners to support UNDP engagement .
The Project Analyst will be called upon to perform any other task consistent with his duties and deemed necessary for the proper functioning of the Office and the Organization.
Institutional arrangements
The Project Analysts will be under the direct supervision of the Principal Technical Advisors (CTPs) of the different Effects. According to the integrated approach of the portfolio, the person will work in a transversal manner, in collaboration with all the teams responsible for the implementation of the Effects, as well as with the portfolio coordination team on strategic issues, linked to learning, monitoring and evaluation and knowledge management.

Minimum Qualifications
Minimum education requirements
Advanced university degree (Master’s degree or equivalent) in the field of management sciences, finance, business administration or any other related field OR
Undergraduate degree (Bachelor’s degree or equivalent) in the field of management science, finance, business administration or related field with two additional years of relevant experience will be duly considered in place of the Master’s degree.
Minimum years of relevant professional experience Up to 2 years (with the Master’s degree) or minimum 2 years (with the Bachelor’s degree) of experience acquired in management and/or project monitoring or relevant fields is required
Required Skills
Experience using computers, office software (MS Word, Excel, etc.) and web-based management systems is required.
Desired skills and experiences
Relevant experience in developing partnerships and networking is desirable.
A project manager or similar position is desirable.
Proven experience in spreadsheets and database software is desirable.
Required language(s)
Excellent oral and written command of Arabic and French is required.
Good knowledge of English may be desirable.
