General objective of the consultation:
The consultation aims to determine the national priorities in terms of realizing children’s rights which will be introduced in the budget circular.
Specific objectives :
Specific objective 1:
Map national policies and strategies related to children’s rights in order to have a complete representation of the legal and political landscape in Tunisia. This involves the identification, synthesis and putting into perspective of the various legislative and strategic texts adopted at the national level in favor of children’s rights.
Specific objective 2:
Strengthen the capacities of executives of social ministries in terms of knowledge, promotion, monitoring, respect and realization of the rights of children, girls and boys in Tunisia, through the organization of a series of training courses on the national legal framework which governs children’s rights in Tunisia as well as the related ministerial strategies and national policies.
Specific objectives 3 :
Mapping stakeholders through the development of a visual map of the different stakeholders involved in the implementation of children’s rights, emphasizing the key actors and the different synergies and divergences between them, as well as their contribution and their intervention in the implementation of commitments at the national and international level
How can you make a difference?
Expected results :
The Ministry of Finance has a clear vision of the existing normative frameworks, the responsibilities assigned to social ministries, a solid basis for evaluating the coherence and effectiveness of the policies in place as well as possible shortcomings.
Executives of social ministries are equipped with skills and acquired knowledge in matters of children’s rights and raise awareness of the importance of translating national and international commitments in favor of children into public policies and the budget.
The Ministry of Finance has an in-depth understanding of the dynamics involved in the implementation of rights and the synergies and divergences between different stakeholders. This will help identify opportunities for collaboration and resolve potential attribution challenges, thereby helping to strengthen the effectiveness of national policies and strategies in favor of children’s rights.
To qualify as an advocate for every child you will have…
Holder of a Master’s degree in Human Rights, rights and protection of children and vulnerable people, social and legal sciences or other relevant fields
Experience in children’s rights, strategic planning and advocacy
Experience in training with national partners
In-depth knowledge and mastery of the national legal framework and knowledge of public finances
Financial proposal: Candidates are invited to produce a financial offer indicating the total remuneration (fees, mission costs, etc.).
