JOB DESCRIPTION
The objective of the department of Operational Support and Services (OSS) is to ensure high quality,consistent and responsive managerial and administrative services to all programmes and staff inheadquarters, and where relevant, to all regions of WHO, and to promote an efficient and collaborative customer oriented working environment to achieve results. Under OSS, the Global Conference and Travel Support Center consists of the following sub-units: (i) Global travel management, (ii) Global meeting & events management, (iii) Administrative support service, and (iv) GCT center management. Under global meetings and events management, the Meeting Operations team provides administrative and logistics support to WHO meetings.

DESCRIPTION OF DUTIES
1. Provide effective and efficient administrative support to WHO HQ departments and other offices through close oversight and management of the Administrative support team and close liaison with units requesting support and other relevant stakeholders.2. Design, coordinate and monitor the implementation of work plan activities for the team. Adjust and address the priorities as and when necessary,in collaboration with other GCT units.3. Deliver administrative and technical advice and guidance to HQ Departments, Regional and country Offices in all areas of administrative management.5. Manage the budget for the team and ensureall client related costs are backcharged to the relevant cost centers.6. Establish work methods and procedures for the team and ensure consistency of approach in service delivery.7.Perform other related duties, as required.

REQUIRED QUALIFICATIONS
EDUCATION
Essential: First level university degree, in public or business administration, finance or accounting, human resources management or other relevant social studies from an accredited/recognized institute.
Desirable: An advance university degree from a university of recognized standing in business administration or other related field.

EXPERIENCE
Essential: Minimum 5 years of relevant professional experience in management and administration, including supervision of staff.
Desirable: Experience in working in an international organization. Experience using an Enterprise Resource Planning (ERP) system such as Oracle, Workday, or similar system.
SKILLS
Strong knowledge of administrative and management principles and practices (including,but not limited to the areas of Human Resources, Finance, Budget, Procurement,Travel and Meetings). Excellent time management skills and the ability to work under pressure. Demonstrated ability to act independently and exercise sound judgement.Demonstrated ability to manage a team to deliver effective results. Sound leadership skills and proven ability to coach and motivate staff. Proven ability to translate requirements into workable solutions. Excellent interpersonal and communications skills.
